When registering with the purchase of a car, now the name of the nominee (heir) will be added. The Union Road, Transport and Highways Ministry has made significant changes in the rules related to vehicle ownership. For this, this change has been made in the Central Motor Vehicles Rules, 1989, after which now the name of the nominee, the officer, will have to be given while purchasing a new vehicle. Later it will be possible to do this through online application also.
The bank will act as a nominee
After the death of the vehicle owner, a nomination has been made necessary to make the process of ownership transfer easier. The nominee of the car will have the same rights as the nominee of the bank account. Till now this facility was not available, due to which it was very difficult to get the vehicle transferred.
Will have to fill the form-31
On the death of the vehicle in whose name, the nominee will have to fill the Form-31 to get the vehicle in his name. After this, the vehicle will be transferred in the name of the nominee within three months.

What if the nominee’s name is not registered?
If the death of the vehicle owner becomes untimely and he has made a bill, then in that case the owner of his property will have to submit the documents to the concerned authority within three months. If no documents are submitted within three months, the authorities will register the vehicle in the name of the legal heir.
What will happen in the event of divorce or separation?
In case of divorce or partition, the vehicle owner will get the facility to change his nomination. There is a provision in the new rule for this. For this, they have to apply under an agreed standard operating procedure. Significantly, till now the vehicle owner was facing many challenges in appointing a nominee. For this, there was a different procedure in every state. Now a vehicle owner can also appoint a nominee for his vehicle later.
Can the nominee be changed later?
Yes, according to the new rule, the vehicle owner can change the nominee whenever he wants. For this, they have to follow the same procedure as adding a new nominee.
