
In order to implement the vehicle scrappage policy in the National Capital Region, the Delhi government has issued a notice to all the vehicle owners who are still driving their old vehicles in the city. The Transport Department of Delhi Government has advised people to keep their 15 year old petrol and 10 year old diesel vehicles off the road. The state government has also advised to get such vehicles scrapped at authorized centres.
The Transport Department of Delhi issued a notice, according to which, “Owners of diesel vehicles that are more than 10 years old and petrol vehicles older than 15 years are advised not to drive these vehicles on the roads in Delhi/NCR.” That, such vehicles may be scraped through the authorized scrappers of the Transport Department.

Citing a Supreme Court order, it has also been clarified in this notice that such old diesel and petrol vehicles that do not meet the standards can also be confiscated. Not only this, if your petrol vehicle is more than 15 years and diesel vehicle is more than 10 years old and you have the registration certificates of all types of vehicles, even then they are not allowed to drive on the road. However, it has also been said that, such vehicles can be registered in other states after obtaining No Objection Certificate (NOC) from the concerned authorities.
According to the information, Delhi alone has around 37 lakh such vehicles including two wheelers which are considered as end-of-life vehicles or unfit vehicles but are still being used. At present more than 1 crore vehicles are registered in the state of Delhi. Delhi often grapples with serious pollution issues and the government has blamed old vehicles polluting one of the major reasons behind this. Let us remind you that, Delhi was the first state in the country to implement the odd-even policy in the year 2016 to reduce vehicular pollution.
Earlier this month, Prime Minister Narendra Modi launched the National Automobile Scrappage Policy. The Center has directed fitness tests for private vehicles after 20 years and commercial vehicles after 15 years. It also allowed the use of older vehicles on passing the fitness test. The policy aims to create scrapping infrastructure in the form of Registered Vehicle Scraping Facilities (RSVF) and Automated Testing Stations (ATS) in India.
At the same time, the Ministry of Road Transport and Highways (MoRTH) says that there are about one crore such unfit vehicles across the country, which need immediate recycling. The mandatory fitness test for Heavy Commercial Vehicles will come into effect from April 1, 2023, and will be implemented in a phased manner for all other categories of vehicles with effect from June 1, 2024.
