What is the new scraping policy:
Actually, this is a voluntary vehicle scraping policy, in which old and unfit vehicles will be phased out and phased out. In July last year, the Center proposed to allow amendments in motor vehicle regulations for vehicles older than 15 years. In addition, in a draft notification, the renewal of the fitness certificate of the vehicles was said to be extended to 6 months instead of every year.

What is the rule:
Under this scraping policy, vehicles running in the country will have to undergo a fitness test as per schedule. According to this, personal vehicles will have to undergo fitness test after 20 years and commercial vehicles after 15 years. The fitness test of the old vehicles will be done in the automated centers, which will be constructed by the government soon. These centers will have a fitness test of vehicles where they will be given a certificate.
What is fitness test:
According to the new policy guidelines, every vehicle will have to undergo this fitness test after a fixed time (15 or 20 years). Only after passing this fitness test, vehicles will be allowed to run on the road. According to reports, the fitness test will cost up to Rs 40,000, which will be in addition to road tax and green tax. Which all vehicle owners will inevitably have to do to renew the registration of your personal vehicle and commercial vehicles after a period of 15 years or 20 years. This fitness certificate will be valid for 5 years only, after that you will have to bear the same cost again to get a fitness certificate.
What is Green Tax:
Last month, the government said that it would soon plan to impose a green tax on old polluting vehicles to protect the environment and curb pollution. However vehicles on alternative fuels such as hybrid, electric, CNG, ethanol and LPG will be exempted. The money collected through the green tax will be used to combat pollution. Under this scheme, green tax can be levied on transport vehicles older than eight years at the rate of 10 to 25 percent of the road tax at the time of renewal of fitness certificate. However, this proposal has been sent to the states for consultation after approval from the Ministry.

What will happen when the fitness test fails:
According to this guidelines, no vehicle will be allowed to run on the road without passing the fitness test. Driving vehicles that have not passed this test will be considered illegal. If a vehicle has not been fitness tested, it will be treated as unregistered. One cannot stop the fitness test while undergoing the mandatory registration process, and if the vehicle fails the test, the said vehicle will not be registered. However, if the vehicle fails the fitness test thrice, then the vehicle owner will have no option but to send it in scrap.
Claim of creation of 50 thousand jobs:
The government claims that after the implementation of this new scraping policy, sales of new vehicles will increase in the country. With this, the country’s automobile business will increase from 4.5 lakh crore to 6 lakh crore. An investment of Rs. 10 thousand crores will be made from this policy and the claim of creation of about 50 thousand new jobs is being claimed by the government.
Pollution will be controlled:
According to a report, at present there are about 10 million such vehicles in the country which are outdated and are causing more pollution. These old vehicles are responsible for about 10 to 12 times more pollution. If these vehicles are removed from the roads, then pollution will be reduced by 25 to 30 percent. According to an IIT study, 70 percent of vehicles cause pollution and older vehicles cause the most air pollution, so it would be appropriate to send them in a scrub.
Supply of raw materials at low prices:
Another advantage of this is that we will get rubber, aluminum, steel at a lower price than abroad. Till now all these items have been sourced from abroad. Union Minister Nitin Gadkari said that when the old vehicles are sent to the Scrab Dealers, the raw material can be obtained from there, new vehicles can be constructed from it, due to which the cost price of the new vehicles will be reduced by about 30 percent. Will get With the arrival of new vehicles in the market, jobs will also be generated and raw materials will also be supplied at a lower price.
Incentive will be given on sending the car in scrap:
With this policy coming into force from April 1, 2022, the government is making a provision for giving incentives i.e. incentives. However, it will depend on the age and condition of the vehicles, how much incentive will be given for which vehicle. At present, the government is considering the incentive for vehicles and soon it will be announced by the ministry.
Is it mandatory to send the vehicle in scrap:
If you are thinking that after 15 or 20 years your vehicles will become completely useless then it is not like that at all. As we told you above, this policy will be voluntary at the moment. This means that it is up to you whether you want to send your vehicle in scrap or not, but for this you will have to get a fitness certificate of the vehicle.
Note: Many things related to this policy are yet to be revealed, about which the Ministry of Roads and Transport will soon issue new guidelines. As Nitin Gadkari has made it clear that this policy will be implemented in the next few weeks, it is expected that new updates related to it will be revealed soon.
